WASHINGTON A highly anticipated report by the Justice Departments inspector general is expected to sharply criticize lower-level F.B.I. officials as well as bureau leaders involved in the early stages of the Trump-Russia investigation, but to absolve the top ranks of abusing their powers out of bias against President Trump, according to people briefed on a draft.
Investigators for the inspector general, Michael E. Horowitz, uncovered errors and omissions in documents related to the wiretapping of a former Trump campaign adviser, Carter Page including that a low-level lawyer, Kevin Clinesmith, altered an email that officials used to prepare to seek court approval to renew the wiretap, the people said.
More broadly, Mr. Horowitzs report, to be made public on Dec. 9, portrays the overall effort to seek the wiretap order and its renewals as sloppy and unprofessional, according to the people familiar with it. He will also sharply criticize as careless one of the F.B.I. case agents in New York handling the matter, they said.

Yea, lower levels were willing to commit crimes and forge documents for his boss who has no prejudice against President Trump. Makes sense.

Not necessarily. The Horowitz report could easily be a dud, and yet the Presidents words justified.
First of all, regardless of Horowitzs report, we know that Spygate IS the greatest political scandal in history. Secondly, POTUS has every reason to hype the report at this moment in time - while the Democrats are trying to decide whether to force a Senate trial vs. take the cowards way out via censure:
By spooking them with comments about what he knows, and what is coming down the pike, and the greatest political scandal in history he is forcing their hand. Either they fold and opt for a censure - which he can spin as a victory and which will reveal that they are afraid of Spygate evidence coming out in Senate trial -
OR, they do vote to impeach and proceed to a Senate trial - where damaging Spygate evidence will surely come out - making top coup perpetrators like Brennan, Comey, McCabe and the rest fair game.
What people arent grasping is the fact that a Senate trial over conviction and removal of the President is the PERFECT opportunity for laying the groundwork for prosecuting the Spygate case.
If it was introduced in any other context, the media could easily spin it as a political witch hunt by the right wing conspiracy. As perverse as that may sound to those of us who know the truth - the fake news can and will do this and they will succeed.
This is exactly why, after three years, nothing has happened - the white hats needed to find a way to introduce Spygate evidence in a way that preserves the optics of the President being the victim (which is true), and the Democrats the aggressors.
Along comes the Senate impeachment/removal trail. Perfect. For the first time in three years, the Presidents defense team will be able to present witnesses and evidence, and guess what? The witnesses and evidence that prove the President innocent of an impeachable offense are the exact same witnesses and evidence that prove the Democrats guilty of Spygate.
Why? Because the Presidents entire defense will be based on the argument that the Democrats impeachment case was built on false evidence, gathered illegally, AKA Spygate!
The two cases are two sides of the same coin - except now President Trump has the best of both worlds: he can introduce his evidence against the Spygate coup perpetrators as part of his defense - thus capturing the moral high ground.
Since Watergate, the American people are hypersensitive to the idea of an overreaching executive branch. For this reason, President Trump would have had a very difficult time selling the optics of ordering his DOJ to indict and possibly jail ex Obama officials from the opposition party, without it being spun as a heavy handed partisan attack.
Add to that the fact that the fake news would have easily spun it that way, and you can see why President Trump would need to look for a better way.
A Senate impeachment/removal trial is that better way, and it is what the President has been angling for all along.
I HOPE the Democrats are dumb enough to impeach and send this to trial in the Senate. Then we really might see some justice served.
Otherwise, it will be eight years of back to back witch hunts, impeachment threats, bombshell leaks to the fake news, and total political deadlock between Democrats and Republicans.
Hannity the entire group at Fox News; Sara Carter, Greg Jarrett, John Solomon are going to be so disappointed. They have been told the IG report would be “explosive”. Rush Limbaugh correctly warned, that Horowitz was a Washington insider, a bureaucrat, a card-carrying member of the swamp. He suspected Horowitz would slap a few underlings on the wrist, but make sure the major players were not prosecuted. I also believed the FBI & DOJ would not want to expose it’s dirty laundry to the American public.
The very best we could hope for is that McCabe face perjury charges, not for his role in the coup, but for lying during some testimony.
Maybe Flynn’s lawyers can get a few FBI people prosecuted for framing Flynn.
So unless congress decides to take it up at some point, the attempted coup to destroy Donald J. Trump, the Plan B that Strozk spoke about, will stay hidden. Obama, Clinton, Comey, Brennan & all of them pulling the strings on the coup, skate.
But they don’t get to decide no intent! That should be left to a jury!
Hmmm...since the NY Times is reporting this I’d say that they’re massaging the story. I hold out hope that it’s more damaging then they’re letting on.
I hope so too - for Joe diGenova's sake. That guy has been tooting how the report "is going to be worse than you can imagine", "devastating", etc, etc per a quick search of FR articles.
If the report does not measure up to that - diGenova's (and perhaps Hannity's as has been touting this as well) credibility will be shot.
I think the report qualifies.
Confirms that the FBI used Pages informing on and assisting the CIA with an investigation into a Russian spy as example of Page having illicit contacts with Russians.
Showed that the source for the Steele Dossier did not themselves consider the allegations as more than gossip, bar talk, and jests, and that the FBI reported to the FISA Court that the source appeared open and honest without disclosing that the open honesty was in completely debunking the Dossier.
Showed that the FBI itself considered that there was not enough evidence to make a FISA application without the Dossier.
Explained that while the evidence to open an investigation was meager, the bar is so low as to allow nearly any justification, and the IG identified both that the legal bar is unreasonably low, and that it lacks sufficient process and policy to limit, much less stop, abuse.
The IG pointed out explicitly that the report does not vindicate ANYONE involved in the travesty. The IG referred the ENTIRE chain for review for performance failures and disciplinary action.
Agreed.
And the media is so complicit in pushing a false narrative on this. I'm not whining. We ALL knew what the media was like.
I'm just appalled at how blatant the lying and spinning has become.
I think President Trump has simply pushed people over the edge, resulting in media like Chuck Todd not even hiding his partisanship. It's just amazing to watch and listen to.
