The member of my staff could hear President Trump on the phone... This means that either:
- The staffer overheard the conversation coming from the phone in a restaurant.
- The ambassador took a phone call from the President on a speaker phone in a public restaurant.
#1 is bad enough; #2 is a dereliction of duty.
