It would mean that, if this were “legislation,” but it’s not. In the usually understood sense it isn’t a “measure,” either. It is a resolution. Honestly the persistent sloppiness in reporting drives me nuts.

No, just a House resolution on how to conduct their witch hunt. It wasn't a House floor vote for Impeachment. This means nothing other than CYA for the coming election. This will drag on through 2020 elections and I firmly believe will hurt the dim/socialists.
