When we visited Russia years ago we saw remnants of that. Everyone forced into government housing. Sometimes there was heat and sometimes hot water and sometimes electric. Or if there was heat it was turned on Dec. 1 whether you needed it or not. (In Russia) And then it got so hot our relatives reported keeping a window cracked all winter (in Russia.)
