Not the same. The ATF went through the administrative rules procedure and change the Code of Federal Regulations. In the case of frames or receivers, they simply made "classifications" without following the Administrative Procedures Act (APA).
It only matters that it is more powerful than the AR-15. Once they have those sufficiently demonized, that will be enough to take everything more powerful.

So of course I just ordered a complete AR15 in 5.56 kit including 80% lower for under $500, since they didn’t have any jigs in stock I got the 80% Lower in Polymer and it comes with the jig. $550 out the door.
