A fake video that shows a likeness of President Trump murdering journalists, condemned Monday by the White House, does not violate YouTube's rules.
According to the Google-owned video platform, some content that does not violate the company's rules may still be inappropriate for some audiences. In those cases, age restrictions can be applied.
"For content containing violence that is clearly fictional, we age-restrict and display a warning interstitial. We applied these protections to this video," the YouTube spokesperson told Fox News on Monday.

The video was hilarious. Trump as John Wick 3. He took out Maxine Waters, Bernie (by lighting his hair on fire), and even Romney. I don’t see the big deal.

Rules and common sense seem to be opposites sometimes.
Is there any kind of copyright infringement when you use someone else's stuff to super impose your own stuff ?

There is a copyright fair use exception for parody. This was parody.
Parody is generally held to be protected free speech, and is therefore generally safe in terms of Copyright issues.
The content was altered and transformed. One of the many factors to determine if it violates copyright for fair use

If it makes Trump look good, it must be removed.
If it makes Trump look bad, it will remain up.
Exactly. Youtube sees the video as damaging to Trump so they’ve decided to leave it up.

It is called parody and the Supreme Court has ruled it is okay to do.
It is an “appropriated” artwork and the courts have said it’s okay.
Unless Trump shares a video of Joe Biden with the Ukrainian oil executives he denied ever meeting and have it reference a Nickelback song about “a photo”.
The EUSSR has set in motion an attempt to outlaw memes that infringe on copyright.
I still haven’t watched the Trump clip or the original movie but it all reminded me of this meme-ful video that came out last year as a response to Childish Manboy’s “Dissin a ‘merica” hate America first video:
