President Trump said Wednesday that his controversial July call with his Ukrainian counterpart was transcribed word-for-word, comma-for-comma, an assertion that fueled growing questions about the nature and completeness of an official memorandum about the call released by the White House last week.
This is an exact word-for-word transcript of the conversation, taken by very talented stenographers, Trump said.
White House officials previously had portrayed the document as not a verbatim transcription but rather a summary that closely tracked the words the president used in his July 25 call with Ukraine President Volodymyr Zelensky. They said it was being released in a bid to bring transparency and clarity to a call at the heart of a consuming political scandal that has sparked a House impeachment investigation.
But the whistleblower complaint that spurred the investigation described an official word-for-word transcript of the call words closely matching the ones used by Trump on Wednesday creating uncertainty about what was included in the document the White House released last week and what may have been left out.
Current and former U.S. officials studying the document pointed to several elements that, they say, indicate that the document may have been handled in an unusual way.
Those include the use of ellipses punctuation indicating that information has been deleted for clarity or other reasons that traditionally have not appeared in summaries of presidential calls with foreign leaders, according to the current and former officials, who spoke on the condition of anonymity to describe the elaborate, non-public process.

One thing they fail to mention. There was a translator on the call also. So those elipses, or “missing parts” may be when the translator was speaking.
The fact that the transcript was placed under tighter security was probably a response to suspicions that someone was going to try to rewrite the conversation, a rewrite that the whistleblower was relying on to verify his lies.
It says right on the first page that it is not a word-for-word transcript of the conversation. What part of that does the media not comprehend?

It has been noted in other reports that those dastardly ellipses are pauses in conversation. Grasp some more straws why don’t they?
The “reporters” must have watched the Bond movie Casino Royale; in it Ellipses is the Code Name for a plot by a poker player to take over the world.
The legacy media are trying to create an “18 minute gap” element of doubt in the public’s minds regarding the call summary.

They don't traditionally appear in such documents.

I am certain that these transcribers most likely do not use English alphabetic notation to write down what they are hearing. Havent these people ever been in court or have had a deposition where a court record is using a machine to record every word that is spoken in a phonetically coded format? It is very accurate in a format they can read back and then transcribe later into a court record. Also, a good stenographer, using shorthand, can get write down spoken words very quickly.
Now, with four of either type of stenographers, listening and taking down either shorthand or using a court recording machine, and then comparing notes to produce the transcript. I think it is quite accurate.

Zelensky speaks English, but his English is not as good as it could be, especially with American vernacular and slang. Trump certainly does not speak an Eastern European language well, although he may have picked some up from his Eastern European wife, but it is unlikely it would be too useful in diplomacy, or in another Eastern European country, despite how many languages she knows. President Trump has a tendency to use slang and popular vernacular phrases that would need to be explained to Zelensky by someone who understands the cultural concepts. A direct conversation can be very confusing.
Usually, in official conversations between heads of state, where there are language differences for clarity purposes and to avoid misunderstandings, it is protocol to always use professional translators on both sides. Thats why a 33 minute real-time phone conversation resulted in only a about a two page transcript. Each side translated the English to Ukrainian, and the Ukrainian back to English, with some discussion to assure that the translations were in agreement with the correct meaning. Thats why it is not an exact word-for-word transcript. It is, however, an English transcript of the meaning of what was said. The ellipses represent the interruptions for the translations and the jumps in thought that occur due to the natural thinking that goes on while the pauses for translations are taking place. Its human nature to lose track of what one was saying prior to the translator jumping in.
