It sure as hell sounds like it. It looks like an amateurish attempt at entrapment. It’s fortunate that this crowd of Deep State Never Trumpers amount to nothing more than “A Gang That Couldn’t Shoot Straight”.
Volker was a part-time volunteer. I’m sure he has expenses paid. Part of his income is from a lobbying firm. At first glance sounds like a conflict of interest.

Yep, that why you start defunding them. Trumps greatest weapon that he still isn’t using is the budget. Cut department funding in half, since all they do is try to undermine the government that funds them. It’s like keeping the cancer alive in favor of the host.
Volker was the U.S. special envoy to Ukraine. It’s a volunteer position, and he wasn’t a “government worker” by any definition.
