It indicates that Shiff believes that he is more than safe being sloppy with the facts. Nobody will call him on it, nobody will punish him for it, nothing will happen to him.

.... It's all about talking points ..... and creating the perception of evil wrongdoing by the Prez ...... Like the saying goes .... "Perception is Reality" in the public eye.
..... That narrative was thrown out onto the airwaves and covered by all of the MSM outlets within a nanosecond of it happening ... and little or no retraction of the statements so the public will devour all of the seething political gossip that qualifies as News on the Nets.

Schiff simply lied. Not a word of his tirade came from the transcript of the president’s conversation with Zelensky. Schiff made it all up, and it didn’t resemble the actual transcript in any respect.
Censure, followed by expulsion, but convince him to grovel and apologize in between. Thanks Hojczyk.
