Senators voted Wednesday to rebuke President Trump and cancel his border emergency, saying he overstepped his powers in grabbing $3.6 billion Congress approved for military construction projects and instead spending it on his campaign promise to build a border wall.
The 54-41 vote is unlikely to stop the president, though. While the measure is likely to pass the House, a veto is expected and Wednesdays tally showed there are more than enough Republicans ready to sustain Mr. Trump...
The vote was a do-over. Congress held a similar vote in March, after Mr. Trump, furious that Congress approved only $1.375 billion in its 2019 spending bills for wall construction, declared a border emergency and said he would siphon nearly $7 billion from other accounts to use for the wall.
Both the House and Senate voted to overturn the emergency, but Mr. Trump issued a veto and it was sustained

The President is Commander-in-Chief of the US military.
The southern border is a security threat to the US.
The President orders the border to be secured.
The Senate votes in an attempt to usurp the President of his Constitutional duty to protect the United States.

GOP Sens. Lamar Alexander (Tenn.), Roy Blunt (Mo.), Susan Collins (Maine), Mike Lee (Utah), Jerry Moran (Kansas), Lisa Murkowski (Alaska), Rand Paul (Ky.), Rob Portman (Ohio), Mitt Romney (Utah), Pat Toomey (Pa.) and Roger Wicker (Miss.) voted to end he president’s declaration.
Marco Rubio of Florida, who previously voted to disapprove of the emergency declaration did not vote.
The GOP as party is failing to support a national security plank in it’s platform. They are all responsible. I’m not really interested in individual votes. They all own it.
