Obama changed a lot of political appointments to civil service positions so he could stuff those positions with flunkys and they could not be fired by the next POTUS.

The democrats have been accusing Trump of abandoning Puerto Rico, but it was THEM who made a stink about the previous electrical grid reconstruction company, tying it to Trump, hasting the cancellation of the original contract and handing it to Cobra, who now stands accused along with an Obama appointee.
