Man streams chase before Minnesota police fatally shoot him (Suicide by cop)

Police near Minneapolis shot and killed a driver following a chase after he apparently emerged from his car holding a knife and refused their commands to drop it. The chase started late Saturday night in Edina and ended in Richfield with officers shooting the man, Brian J. Quinones, who had streamed himself live on Facebook during the chase.

Police responded after Quinones ran a red light and wouldn't pull over, the Minneapolis Star Tribune reported. According to emergency dispatch audio, Quinones continued running through red lights in Richfield.

After police forced the car to stop, Quinones got out holding what appears in the video to be a large knife in his left hand. In the dispatch audio, officers can be heard yelling, "Drop the knife. Drop the knife." Shots can then be heard before they say, "Shots fired. Shots fired."

Having worked in a big city ER for many years I've seen more individuals who caught a round (or two) in the head and/or chest than I care to recall.It ain't pretty...and it ain't painless.

As a result I've decided if I ever decide to "off" myself (incurable cancer,for example) I'm gonna get a hold of a big handful of pills that'll put my lights out quietly and painlessly.

I find it unfortunate that people get to the point of suicide but when they become a danger to others, suicide by cop seems to be the inevitable end state.

If it happened the way part of the media told, the police wee wrong in using lethal force.

During the time he was driving he was alleged to have run a few red lights according to the caption below the picture on the thread entry when other sources like CBS said one.

Once the car was stopped, and under control, and the man stepped out of the car, he was no longer a threat unless he was going to throw the knife. But the article didn’t say that he did anything other than holding the knife. That doesn’t make him a threat requiring lethal force.

According to Minnesota statute 609.066

AUTHORIZED USE OF DEADLY FORCE BY PEACE OFFICERS:

Notwithstanding the provisions of section 609.06 or 609.065, the use of deadly force by a peace officer in the line of duty is justified only when necessary:
(1) to protect the peace officer or another from apparent death or great bodily harm;

(2) to effect the arrest or capture, or prevent the escape, of a person whom the peace officer knows or has reasonable grounds to believe has committed or attempted to commit a felony involving the use or threatened use of deadly force; or

(3) to effect the arrest or capture, or prevent the escape, of a person whom the officer knows or has reasonable grounds to believe has committed or attempted to commit a felony if the officer reasonably believes that the person will cause death or great bodily harm if the person’s apprehension is delayed.

.06 and .65 do not apply here.

None of what was explained fell into the categories of legal use of deadly force as the person yielding the knife was not advancing toward the officers and had not been determined to have committed any crime with the only weapon he had visible as the car was immobilized. They may have a problem justifying this one.

...you wanna bet....?? I betcha a buck there are lawyers already on the scene ..... we have seen this before....as an example, a scumbag kid tries to take away an LEO’s gun, gets shot for his efforts, and the LEO is the guilty party (remember...? “Hands up; don’t shoot...!”?...

The information I gave to you was Minnesota law. I don’t know what the law is in Utah as not all states apply here. But if the suspect was not a threat, and holding a knife not trying to throw it or come at the officers is not a threat, then the use of lethal force is not legal. He had killed no one, had not threatened any one directly and made an attempt to harm, and the only “weapon” he did have that qualified was the car that was no longer a threat while he was outside of it. Verbal threat does not qualify for use of that type of force and nothing I read indicated or stated he made any moves at the officers while holding the knife.

Yes, I do. I was a level 4 combative instructor for the army for about 10 years and we taught Gracie Brazilian (BJJ). We taught all kinds of disabling locks like
desarmar but they wouldn’t have been needed here. From what I read, there were a number of drawn weapons ready if he made any threatening move. That’s the problem. When they told him to drop the knife, and he didn’t, they immediately opened fire. If he did anything like try to throw it, charge one of the people in the area, or reached into the car trying to possess a firearm, they would, most likely, be in their rights to protect themselves.

But the way it came down according to what I read, they may have a problem. Legally, he wasn’t a threat. And if he threw the knife and didn’t hit anyone, he was also no longer a threat and lethal force again couldn’t be used. I don’t write the laws, but I do understand them from my military security and LE training.

I don’t carry a weapon anymore. I used one enough in 32 years of military work as active, NAF, and GS. Retired from two of them. And I’m losing my eyesight enough I’d probably shoot the neighbor’s cat by mistake, or myself.

Sorry, Howard, but we’re gonna have to watch the instant replay on this one.

If the guy was approaching the cops, he’s a threat. If he gets within 20 ft. of anyone, he’s a threat. He has a knife, he is not following the cops commands. Based on wild guesses, it doesn’t sound like he put the knife down and proned himself. He was a threat.

Until I see the vids (body cam and Facebook stream) I’m voting the cops did the right thing.

They’ll likely have a civil case as usual, but that’s what insurance is for. They probably saved tax payers money on this one.
