I think the bandits who run the CCP are afraid that if they move on Hong Kong then President Trump will use that as a handy excuse to impose a total trade embargo on them. Wouldn’t surprise me if he’s already said as much to their ambassador.
When I visited China, Hong Kong, and Taiwan several years back, just before China took control of Hong Kong, I thought the move may eventually backfire on China. The people of Hong Kong and Taiwan have had many years of freedom. It would take a great deal of force to just subdue them. It is more likely they would spread the idea of freedom the more they interacted with the mainland Chinese.
They’ll just have to have the secret police disappear dissidents instead.
