How to district 101:

A Congressional district shall be made up of one or more state counties but with no more than than one partial county.

Any county that needs to be split by a district line shall be by either vertical or horizontal lines, but not both.

This would eliminate a LOT of dumbass hanky panky with districting.

What would the odds be that Obama’s little foundation would poo poo this idea... I would say 100% he would be against it.

I agree. Except I'm in Essex County which includes Newark. It would mean I would never have a Representative again. If it needed to be divided, I doubt they would use north-south lines to keep Newark away from me. I think large cities should not be part of other districts, and should be treated as counties as per your rules.
