I agree. Except I'm in Essex County which includes Newark. It would mean I would never have a Representative again. If it needed to be divided, I doubt they would use north-south lines to keep Newark away from me. I think large cities should not be part of other districts, and should be treated as counties as per your rules.

Heck I think that if a state exceeds more than 10% of the national population it should probably become either it’s own country or be broken into at least 3 or more states.
Some of the bigger cities like NY and LA should actually be their countries. ie. a City/state.
