They did that here in WA - every seven years you had to get a new plate regardless. Their reasoning is that in seven years your plate is all beat up and dirty so you have to replace it. Mine was pristine, show it to the licensing place and they said nope, you still have to get a new plate. I understand now they’re no longer requiring it.

Similar here in Montana but we have to replace ‘due to lower reflectivity’ of the older plate.
We CAN keep our old number for no extra charge, but it takes an additional month for the State Pen to print a custom plate.
I bought my F150 in 2004 and got a wildlife plate for it. Now, 15 years later, I still have the same plate and 15 years worth of stickers attached to it.
I also noticed they seem to have dropped that scheme — a relief to me since I have a whole fleet of vintage motorbikes not to mention the cars.
