Used to be it was 12:00 when the sun was directly overhead, wherever you were. But, high speed travel by train lead to the creation of standard time zones, originally "railroad time." So, here we are.
I'd just as soon they pick one or the other. Spring forward bothers me more every year. Prolly just getting old.
