A small number of persons can legally possess such materials, like the nitroglycerin specialist that was featured on Savage Builds not long ago. It’s a little redundant, but accurate. The same applies to fireworks depending on the state in which you live, like here in IL. A family member of mine is licensed to have and purchase fireworks, which are otherwise illegal, because he is licensed and the items are registered with the state (and federal for other explosive compounds).
As far I know, Nevada has no such laws. And let’s face it, anyone can make thermite, because it’s two ingredients which are readily available to the public.
To make them official, his mama would have to have at least one pressure cooker.
