THE CENSUS BUREAU IS pursuing a legal loophole that its officials believe would allow them to temporarily hire non-U.S. citizens as part of its efforts to reach populations that are difficult to count, including in non-English speaking and immigrant communities.
People employed by the Census Bureau, including those hired temporarily, are considered federal employees and are legally required to be U.S. citizens. Specifically, the annual Appropriations Act prohibits the use of appropriated funds to employ noncitizens within the U.S.
"There are flexibilities within the Appropriation Act that would permit, for example, based on language requirements, some exemptions," says Tim Olson, associate director for field operations at the Census Bureau. "We are actively working through those flexibilities to see if they can be used in 2020. We are not there yet."
Asked whether the bureau planned to employ people living in the country illegally, a spokesman said, "There is nowhere in our legal flexibilities that refers to people we could possibly hire as 'illegal.'" When pressed as to whether it's an option under the current law, the spokesman repeatedly demurred, saying that the term "noncitizen" encompasses "anyo
"Our country is increasingly diverse, language wise, culture, race, ethnicity," says Olson, who has worked on the last four decennial censuses. "This country is getting more and more diverse all the time. Fine and dandy to hire non-US Citizens, as long as they have their Green Cards.
WTF? What about unemployed minority citizens? What about public assistance recipients?
Another idea from the Democrats I suppose.

Outside of the dept of defense, is there anything the federal government does that cannot be or isn’t duplicated by a state government?
Time to fire EVERY SINGLE federal employee.
Don’t you think it is ill-advised to use non-citizens in our census count in these throubled times? I do.
There are upwards of 90 million Americans unemployed right now. Absolutely NO reason to do this.
Just FYI: I got a letter from the Commerce Department requiring my two-person corporation to fill out a long business Census form online. The question about the owners of the business (me and my wife) included asking if we were both US citizens. I clicked the “yes” box for both of us and somehow did not feel triggered or oppressed.
He is my idea. Census worker asks question: who are you. Answer is something like Abala Hispanola or ablei ole, worker closes up their envelop and leaves. Works for me.
While doing background investigations long ago, I was in a neighborhood asking about a guy who lived there. Guy answers the neighbor door and I ask him a question to which he says “no speakee English” He was korean. I noticed he had a newspaper on the stoop so I said, where is your green card. He zoomed in, came back and presented it to me. Holding it in front of him, I asked about the neighbor and he answered questions in excellent english. I gave him card back, thanked him and headed away.
Back at the office, my boss aid great move but don’t get caught doing it or you will get in trouble. IMO, we need an army of people out there doing exactly what I did. No papers and into the Paddy Wagon you go. Case closed.
