Few people in El Paso are citizens, especially at the mall and area of town. Thus, few with legal guns.
It’s El Paso, the liberal “end” of Texas. That Walmart traffic includes many Mexican day shoppers and tons of illegal entrants.

I heard one guy say he tried to drive away from the scene but the shooter was in the way. And I thought to myself does this guy have a gas pedal? Probably does but no killer instinct.
