Issue could go to voters in Nov. 2020 election.
Colorado voters are probably going to have the final say on whether to keep electing presidents the way we always have or give the candidate who wins the national popular vote all nine of the states Electoral College votes.
Coloradans Vote, a group hoping put the question to voters in November 2020, submitted more than enough signatures to qualify for the ballot to the Secretary of States Office Thursday afternoon.
They needed 124,632 valid signatures from registered voters. Rose Pugliese, a Mesa County commissioner and organizer for Coloradans Vote, said they had 227,198 a record-breaking number for statewide ballot initiatives in Colorado.
Over 100,000 of those signatures are from volunteer circulators, which is historic for Colorado, said Monument Mayor Don Wilson, another organizer.
The Secretary of States Office has until Aug. 30 to validate the signatures; about 20 percent usually get tossed for a variety of reasons.

Wilson, Pugliese and the other opponents of the national popular vote say switching to this method of electing presidents gives a handful of states with large populations (New York, California) an outsized voice in deciding who gets to be president.

I am of the opinion that the best way to stop the Popular Vote effort is to have 26 States pass state constitutional amendments that define how the electors will be decided for each state. As long as the states do not pass amendments supporting the Popular Vote, and if 26 states enact such amendments, there will never be enough states to pass the Popular Vote.
Personally, I would prefer each state pass amendments to follow the district system - each district awards it’s elector to the candidate that wins 50%+1 vote, run off if no one gets 50%. The two “senator” electors get awarded - 1 to the candidate that wins the most districts and 1 to the candidate that wins the most overall votes in the state. Gov decides ties in either of the senator electoral awards.
I prefer this plan as it maintains the Republic nature of the US and disenfranchises the fewest possible voters.

And if it looks like a Republican is going to win the popular vote, these laws would be rescinded the weekend BEFORE the election.
This being on the ballot could help flip CO in 2020...

I am all for the Nebraska/Maine Electoral College system. One Electoral vote for the winner of each Congressional district, and two Electoral votes for the winner of the overall state count.
Oddly enough, they are so stupid they assume a static world where the popular vote patterns of 2016 would remain the same. But how many people in New York, California, Washington state, Massachusetts, and other democrat strongholds stay home because of defacto one party rule?
They might find millions of repubs behind their iron curtain with a new reason to vote. Careful what you wish for. .
If the voters of a state give the majority of their votes to one candidate and the state government gives their electoral votes to someone else, that is called tyranny of government
