The Democrats have, with the collusion of many Republicans, been constricting the Overton window over many decades. What Trump has done, ever since he was elected, is throw sticks of dynamite at the Overton window. Whether his actions have widened that window, or at least prevented it from narrowing, will be apparent when the vote count is completed November 2020.
