It was sort of a bit of satire where CA is taxing just about everything causing people to leave the state since they can no longer afford to live there; so I’ll bet they’d even tax people to leave the state and they’d know this when a CA DL was returned. Again this is only satire with some sarcasm added.
I’ve read many times that the socialists in Sacramento, CA have been considering such an exit fee for some time.
