Perhaps I used the term incorrectly. It strikes me as a means for government to suppress the power of the people, which is one of the definitions of fascism.

You stated that correctly...WAS. It hasn't been for well over 30 years. The city council is infested with leftists, LGBTQ and corrupt individuals. That reflects the demographic shifts in the area. It is why I had no second thoughts about selling my property in San Diego and moving to Idaho in 2000.
I think something like this is the law in Switzerland. I don’t know about the government approved lockbox but every product sold in CH is pretty much government approved. The gun and the ammo are to be stored separately. Every home with a man in it has a gun.
Big difference: in CH they are allowed (but they don’t in non criminal cases) to storm and search. Doesn’t happen though, maybe it would if the resident committed a crime.
I don’t see this as a huge infringement, but you can set me right if I don’t understand.

That's a reasonable question, but reason no longer has any place in jurisprudence. The law is a subset of politics, which is the arena in which certain people strive to attain power over the rest.
This law will be recorded and forgotten until someone wants to use it in the courts to bankrupt or imprison somebody they feel threatened by. It takes very little to make such people feel threatened.
Anne Rand explained this in Atlas Shrugged. It's why we're obliged to wade through that book: pearls in mud.

Who dreams up this stupid crap? I go a 700 pound steel safe. Is that approved?
Here we have a proposal for the "DOJ", by which is apparently meant the federal government or the state since the city doesn't have one, creating an "approved" safe list, which I suppose would be a very, very lucrative list for a safe manufacturer to be on, because if that 60-gun Liberty vault you dropped a couple grand for is not on it, but some politician's relative's tin cracker box company is, you'll be buying that cracker box and at a premium price, and there's really nothing stopping the city from levying an additional "safety tax" on top of that. That heady aroma there is the smell of money.
Naturally they're not going to start kicking doors down (yet) but if the police should be in the house for some other purpose such as a neighbor dropping a dime on you, why, then it's the proverbial "tool to use" to prevent crime. That proposal is for a fine of a thousand dollars and criminal charges resulting in six months in jail. A further proposal is that the firearms be kept in the safe at all times or carried on the person, in which case the owner must have a CCW which he or she can't get in that state anyway. How an owner is supposed to get his firearm from home to a range legally to practice with ammunition he or she also can't buy in that state is not specified.
I have long been an advocate for mandatory prison sentences for politicians who pass blatantly unconstitutional laws and dare anyone to bankrupt himself challenging them in court. That isn't governance, it's tyranny.

San Diego citizens, if they follow this foolish edict, will be less able to defend themselves from the dregs of society and the invaders from Mexico. California becomes more lost every day.

Well - one could always put up one of those no guns allowed signs at the front door. Although that really isn’t needed I guess. I imagine that this law also covers any criminals that they too will need to lock up their guns as they enter the house.
All joking aside, here in Washington State you can not sell or transfer a gun without the background checks and fees. This includes letting a friend or adult child or your wife shoot your weapon. In the case of dire need you can toss your gun to another to defend themselves. However, if you head off to the night shift, you can’t just leave your gun for your spouse.
Of course, I haven’t heard of anyone getting in trouble because of it. Including the bad guys that are still selling stolen guns out of their trunk.
