I can remember in the past - due to chronic massive corruption including drug dealing and murders committed by the crooked cops - when the feds threatened to step in and take control over New Orlean’s police totally cutting city government out.
Its time for that in Portland....time for a federal takeover and the stationing of a goodly number of federal riot police there with instructions to bash skulls the next time Antifa so much as looks at somebody crossways. It will only take one really ferocious beatdown for them to get the message.
Antifa is tarded occupy wallstreet. Street theater if you will going on for years. Portland can deal with it. What you want? Tanks?

When democracy failed in Germany after WWI and the government wouldn’t protect people from leftist thugs, people turned to the only people who would intervene to protect them - the brownshirts. The Patriot Act and similar post-9/11 loss of liberties was to ensure us our government would do the same - but instead they were just tightening their control over law-abiding Americans.

When any mayor refuses to fulfill the duty of his office in protecting the citizens by edict then he or she should be arrested and removed from elected office.
So I take it the honorable and redoubtable rank and file of the Portland Police Bureau, work for the mayor and not the public? What are they, the mayors personal palace guard?
