They have had weapons of mass destruction and the means to deliver them for 40 years now and they haven't used them yet. Is there some reason why you fear nuclear armed ICBMs more than untraceable biological weapons that could easily be walked across our southern border?
Whatever it is that is stopping them from attacking us with WMDs, lack of means is certainly not the reason.
