The Trump administration banned sales of U.S. technology to five major Chinese developers of next-generation computers, saying they posed risks to American national security or foreign policy interests. The blacklisted entities are central to Chinas attempt to build a next-generation supercomputer capable of handling one quintillion calculations a second. The U.S. and China are competing for dominance in supercomputer manufacturing. The so-called exascale computers can be used for a variety of military and civil uses, including missile defense systems, encryption, weather prediction, and even cancer research.
The newly sanctioned entities are the Wuxi Jiangnan Institute of Computing Technology, Sugon of Beijing and three of its affiliatesHigon, Chengdu Haiguang Integrated Circuit, Chengdu Haiguang Microelectronics Technology. The Commerce Department rule bans them from buying American technology and components without a specific waiver from the U.S. government.
Sugon has publicly acknowledged a variety of military end uses and end users of its high-performance computers, the Commerce Department rule said.
Wuxi Jiangnan is owned by the 56th Research Institute of the General Staff of Chinas Peoples Liberation Army and has a mission to support Chinas military modernization, the Commerce Department said.
The Commerce Department said companiess activities pose a significant risk of being or becoming involved in activities contrary to the national security and foreign policy interests of the United States.

Current encryption is expected to be broken in about 10 years because of these exascale computers, I have heard. I don’t particularly want China, with their track record, to be the first ones to do it, and I’m thankful pretty much every day we have President Trump and not the Clown candidate he faced.
I doubt this will help especially in the long run. China will just develop using their own components.

That approach is much slower! Much faster and CHEAPER to buy technology. My outfit sold engineering experience gained over 60 years to China for just a few million dollars.
60 year-old engineering experience isn't worth all that much. Sopping China from buying that know-how might be effective but it's hard to stop. OTOH, selling components to China without giving away their inner secrets is doable in most cases.

Since Mao, China has had an amazing 30 year run. I might have done the same in their position.
They had several advantages: They had the blueprint of the U.S.A. to follow. They used it to a great extent. They had a trillion dollars in U.S. aid. They stole another trillion dollars in intellectual property rights as the U.S. government winked and nodded.
The easy ride is over.

They dont have their own components. These are highly specialized chips from the US that they incorporate in their own systems. They wont even be able to make their own chips without access to our semiconductor design tools and semiconductor manufacturing systems as a result of the ban.
