This story seems odd on its face. Rikers Island is a New York City Corrections facility, not a state or Federal prison. It's a detention center for temporary holding, not a place to serve a lengthy prison term.
Is he being arraigned for a crime in New York City?

Is he being arraigned for a crime in New York City? More than likely he's being held there while being interviewed as a witness on something else.
