The president has less authority to impose taxes and fees than he has for a general tariff. It would likely require a bill through Congress authorizing it. It would be a new business tax.
However, he can accomplish a very similar thing by imposing these tariffs...which would require a bill through both houses with a veto proof majority to STOP him from imposing.
He’s doing what’s available for him to do under existing law.
