I wonder what percentage of Germans felt the Jewish were a problem prior to WW 2, i’m willing to bet it was far less than 95%.

The short answer is that the thinking of the German population became increasingly hostile as the regime relentlessly propagandized its racial theories through the 1930s, but such hostility was never anywhere near 95%.
