The Tax Policy Center expected only 5.1% of Pennsylvanians would see an increase in their taxes.

I suspect that is overstated. Changes to the AMT helped a lot of the people who got dinged on SALT. I wonder how many of the people complaining about SALT deductions actually ended up paying more than they did before the tax cuts?
