Constrained by “rules”? If they were constrained, they would never had attempted a coup. If they were constrained, I shudder to think how they would behave if NOT constrained.

One of these days the unwashed deplorables are going to figure out that this is the modus opperandi for the swamp. DC hires private contractors because that is how you spread the vigorish around. You have to hire support service contractors whose owners return a percentage of the take to the political campaigns of their favorite congresscritters. Oh and they use some more to hold great parties if you can get an invitation.

if you make the feds to do the work the whole system collapses.
