well, Congress appropriates funds BUT the Executive Branch has many many many MANY millions of dollars available in multiple accounts that can (and will) cover a few workers’ wages
(and such redirections or subventions are perfectly legal, authorized by Congress and already in the law, for a number of accounts) so...
