Sure, below average in intelligence—as demonstrated by his doing this and also by his getting caught—but not aware of what he was doing and not aware that it was wrong/illegal?
Lots of folks aren’t cut out for their time in prison, but if they earn it, they serve it.

While it’s true, a developmentally disabled person would probably not respond well to prison”, he might respond well to a hospital prison type environment. If he’s THAT disabled, is he able to keep from repeating his crime, or something worse? I do not think that developmentally delayed criminals belong in a regular prison, but they do belong in some type of incarceration.
Juicy Smellit from Sh*tcago will use this as a guideline for his sentencing on similar charges (envelopes filled with tylenol powder)
Then of course Cesar Sayoc will also get probation.

By the looks of that man mountain I understand why some folks carry at minimum 45 cal.....
Few people respond well to incarceration.
Both have been told they can’t conduct terror actions for another year.
