First can Trump do this legally. I love it but is there a law that he can do this under? If so then the supremes can just overrule the 9th. Also the 9th should only cover the states in their area. Other courts could rule it’s ok. So no remittance from the South East or midwest.

Probably. The laws governing the banking industry are voluminous. I don't know if, for example, Western Union or other vendors transfers are done through the Fed system, or other international systems, which are regulated, but rest assured the wire originators use banks. If they don't own banks. I'm confident this is an area where regulation could tighten requirements for transfers. Or if there are identification requirements already exist, enforce them.
