Just because they may well have been so tasked, where does that necessarily imply the duo would pollute that assessment by "stapling on" the salacious, unverified (made-up, DNC/H paid-for hit-piece) dossier?

Done, this is from last week’s interview. First I’ve heard of it.
If the quote in the excerpt is the money quote from the interview, then the title of the post or the title from the source is in error.
The quote does not have Clapper saying that Obama ordered the spying on Trump. All it has clapper saying is that as far as the concern that Russia was meddling in the 2016 elections, Obama tasked the intelligence community to “assess” that.
After that, the DOJ & FBI taking the Steele Dossier and from it snagging Trump into that “intelligence” net, with personal encouragement from John Brennan, is a different matter.
On that score if the hoaxsters felt they needed the highest authority to include Trump in their “Russia is meddling net” (not sure the hoaxsters felt they needed it), that would have been an FBI &/or DOJ (Lynch???) conversation with Obama. THAT would be the “smoking gun”.
Then the questions concerning Obama and Lynch would be - did they know the provenance of the Steele Dossier, and did they know none of it was vetted while much of it was unverifiable rumor? That DOJ/FBI to Obama connection is required because you do not get from a simple intelligence assessment of possible Russian meddling in the 2016 election, to the point of snagging the Trump campaign into it, without the Steele Dossier - an opposition research project of Billary, Inc. and the DNC. And the actions that did the drawing of Trump into the “Russian meddling” intelligence net, were actions by DOJ/FBI and not Clapper.
No deals! They all are tried, convicted, and sentenced to hang for treason.
