Yes it does. The Constitutional issue is voters from one state determining the electors of another state. The Constitution is clear that voters in the states they reside in are the ones involved in the process of determining their states electors, whether directly or indirectly, not voters from other states.

I am sorry but you are wrong. If that were the case, “faithless” electors would be “unconstitutional” and hence unlawful. They are not.
