The President can't...Whitaker can not move to be the Permanent AG. He was allowed to hold this seat only with certain conditions...and that was one of them.

He's holding the seat for Barr.

Remember, the alternative was the rules of succession which means Rosenstein would have become AG.

Chief of staff comes to mind. He clearly defends his turf and if he is a Trump supporter he would be a bulldog in running the White House and crush leakers.
