There’s a report that Mexican school books challenge the Gasden Purchase and contain the assertion that certain states including New Mexico are Mexican territory. If that is true this should be policy;

WHY ARE WE ALLOWING CITIZENS FROM OTHER COUNTRIES
ENTERING ILLEGALLY RIGHTS THAT THEIR COUNTRY DENY US HAVING???
It’s time we consider illegal entry by any person who is a non Mexican citizen illegally entering the United States through the US Mexican border a defacto Mexican citizen with limited Mexican constitutional rights subject to their laws while transiting. As well as any Mexican citizen doing so. Subject to reciprocal citizen treatment a citizen of the United States receives in Mexico through the Mexican constitution on citizenship .

Besides being unable to vote one must also be a citizen to own land and Mexico is very restrictive about granting citizenship. Because of that a US citizen besides not being able to vote,and cannot have title in their name to any land property in Mexico. And until that is changed the US and the affected state should consider making that reciprocal.prohibiting citizens of Mexico or countries with similar restrictions from doing both voting and land ownership.. .

Why aren’t the citizens of New Mexico attempting to illegally migrate to Mexico?

There are many families that bridge across the border. Husband on one side the wife on another. That allows them to own property in both countries. There may be some conditions on that which I’m not aware of, but it’s very common in Texas, New Mexico, Arizona and California.

It was particularly important in El Paso. When things got hot in MX, they would go to their home in El Paso, TX.

It had some economic benefits too. Some of them were based upon fraud to qualify. Many child deductions on children who were not biological offspring of the parents take place in Texas. Uncles, aunts, even nieces and nephews send them across the border to live as children of even non-related families. (of course DNA will show that now) Earned income tax credits are one of the methods of such fraud. Some claiming it don’t even live in the US.

Partner, the U.S. bought the property from the Mexican gov'mint and it was called the Gadsen Purchase, since the person who made the purchase or buy price had really good friends in that part of the country and during the purchase the Baja California was also discussed as a possible purchase. Of course, they do it illegally because they use addresses of Americans who live on the American side of the border.

The Mexican folks that live on so called Border Towns enroll their kids in American schools since we have been so much better than the Mexican schools.
