California has the second highest fuel costs in the nation, with gas prices only rising in recent years.
A committee working on behalf of the California Energy Commission discovered an unexplained surcharge in September 2017 costing Californians over $17 billion since February 2015, or $1,700 for a family of four.
Now, nearly a year and a half later, lawmakers are taking notice.
Nineteen Democrats sent a letter to Attorney General Xavier Becerra earlier this week asking him to lead an investigation.
There is a surcharge that began showing up between refineries and our gas tanks in the distribution and retailing network in California that began in California in 2015, said Assemblyman Marc Levine, D-Greenbrae.
In the letter, Levine and his colleagues told Becerra the surcharge averaged 2 cents per gallon from 2000 to 2014 but soared in 2015 after the Torrance refinery fire. The cost spiked to an average of 24 cents a gallon in 2018.
UC Berkeley Professor Severin Borenstein chaired the Petroleum Market Advisory Committee, which authored the report for the states energy commission.
Borenstein said in the report that, even when accounting for Californias gasoline tax and greenhouse gas reduction costs, prices have exhibited a continuous and unexplained differential compared to the rest of the country.

Then there is a dumb-ss, supposedly very conservative Republican state representative from Prescott who has purposed raising the gas tax in AZ.
There’s a food store on in the Kansas City area that gives you money off gas if you buy certain products and buy gas at their gas station. A week or so ago my sister bought 20 gallons of gas for 18 cents. She texted me a picture of the pump.
Simple answer. California is run by idiots and voted in by idiots. The land of weed and greed, fairies and fake need. Simple.
Ding! Ding! Ding! We have a winner.
Add CA taxes, regulations, and the fact that refiners have to have specific blends for CA, and you end up with the highest prices in the nation. They are screwing themselves, and complaining about it.
Currently $1.79 at my local station north of Ft Worth.
A special Calif. Gas blend and high state gas TAX that they voted in. Now they wonder why gas prices are so high...
FOOLS!!!
I know someone who gets oil royalty checks from Oklahoma. He showed me how much he gets each month, about $1500.00 before various state taxes. After state taxes he ends up with $150.00, and somehow the state manages to screw him out of any state refunds.
In Chesapeake, VA, yesterday and filled the tank with $1.87 /gal gasoline.
$2.35 for 87 octane in high taxed NY.
Hint, your EPA regs, Taxes, and failure to drill.
Even in Memphis, TN gas is @ $2.00 depending on area. When I took the dog to the Vet for her Wellness yearly shots, it was $1.92 at Walmart in Millington, TN before they take off the 3 cents. Kroger’s was $1.95, but with gas points you can knock of $1.00 per gal up to 35 gals if you build up enough gas points. Hubby filled up today for 95 Cents a gallon.
Hmmm, This should be easy to figure out. TAXES
