For five Congresses now, Portman, R-Ohio, has pushed a bill that would automatically renew government funding if Congress and the White House cant reach a deal to pass appropriations bills by the beginning of the new fiscal year.
This year, hes got a new partner in the fight: Rep. Troy Balderson, a Zanesville Republican, introduced a House version of the bill late Friday, just as the latest latest shutdown was coming to an end.
Their bills come with repercussions aimed at keeping Congress from just passing the same spending bills at last years levels without the sort of oversight that the Constitution requires.

What do we do if (purely hypothetical, of course) if the government is not doing its job of securing the nation and creating no more than a manageable debt load?
I wish Senator Portman would direct the same zealous determination at solving the underlying national problems.
Typical thought history. Elected officials want prestige and power without any responsibility.
After 120 days, if Congress still didnt pass its spending bills, theyd reduce spending levels across the board by one percent./i>
RATS will never go for it - but great idea ...
We no longer need these people.
Their jobs serve no beneficial purpose to our country.
These are parasites.
Rob Portman will be on CNBC business channel immediately discussing his ideas on preventing govt. shutdowns, not on solving national problems. He is taking the easy way.
Kind of shameless, IMHO.
Maybe that would be a way to cut govt. spending!
We maxd out our credit cards with Clinton. W maxd out our kids credit card. And Obama maxd out our grandkids credit card.
Portman is targeting our great grandkids liberty.
Removing another tool to reign in government - I really think some of these Republicans are brain dead. Whose side are they on?
Theyll never go for any of it. They view shutdowns as too valuable a propaganda tool.
If Congress would do their jobs and pass a budget, this wouldnt be happening. How many years has it been now?
Instead of the perpetual funding approach, I would rather see Congress, The President, Vice President and Cabinet have their salaries put into escrow if, after the start of the fiscal year, any department is not fully funded for the year.
IOW - pass a budget or dont get paid.
Let’s do it the easy way. If congress cannot come up with a budget, instead of a shutdown, 5% of the budget is cut. This includes legislative branch and staffer pay. Every month there is no budget will result in another 1% cut.
I kind of think Sen. Portman may be onto something. Using the dems love of govt. as a means of reducing govt., if no agreement. Maybe a good idea?
I am not familiar with Sen. Portman. What is his track record?
It’s a pretty decent ‘solution’ to fix this. Starting on 1 January of each year...it’s priority number one to finish the budget for the next year, and pass it. If by 1 July, the House and Senate have failed, then mandate that a new House election must occur within each state by mid-November, and release the House members on 2 July to go ‘home’. As for the Senate...reduce their pay by 50-percent, and mandate that they stay either in their home-state or in the DC area for the remainder of the year until the new House is convened. I think that would get everyone’s attention and resolve this failure of leadership real quick.
Rob was against gay marriage until his son came out. That’s a fact.
The rumor is that he was looking to buy the house I live in and told the realtor that it would be a good place for a hooker/cocaine party. That is just a rumor I heard from the realtor.
My own opinion of him is swamp sh*t.
Portman can, like Flakey, always be counted on to address non-problems while ignoring real issues.
Sometimes first impressions are valid.
