Wow, that looked like a really super training rotation for the Seabees, to do some professional civil engineering construction, and give the Border Patrol some permanent infrastructure.
It is just a question of the money. Military engineer units would love to do construction like that, if such training funds were available. It is probably cheaper to contract commercial companies though.
The article you linked points out that NORTHCOM, who maintain situational awareness of North America’s airspace (NORAD) and coastal waters, also has a standing Joint Task Force to support counter-drug and Homeland Security (JTF North). If the mission and resources of that JTF were structurally expanded, they could make more of a difference over time.

I think it is a continuation of the previous deployment (which was found to be effective), rather (or more) than a build up for new missions under an emergency declaration.
But it would be consistent with a plan for new missions in an Emergency as well, to alert units to prepare for movement. There are a lot of lead time actions required.
I guess we will see over the next few weeks.

We need military style incursion barriers so nobody has a chance to get in earshot to announce they want asylum.
Spray them with that revolting spray that smells like human excrement and vomit and can’t be washed off but wears off in two weeks. It’s biodegradable and completely non-toxic and non-lethal. Load it in a tanker like the fire departments use and use fire hoses. Once they get hit with that, no one will ever come near the border again. Israel uses it on their border and it’s very effective. I saw a video of it being used but I don’t remember what it’s called.
Why not put loud speakers up telling them what will happen if the cross over?
Or mobile jombotron screens with harsh reality videos of what will happen, a direct escort back to wait your turn.
They all believe America is weak, Americans are rich and should share their wealth and by sheer numbers they can flood a territory like invading army ants.
