He’s giving Dems enough rope to hang themselves: He does the SOTU & hammers down the importance of building the wall, then, if Dems deny funding, he’ll do a National Emergency so that there’s no furlough after 2/15.
By then, furloughed govt. employees will have hefty retroactive paychecks and will be angry with the Dems for not giving Trump $5 billion for the wall (in case the govt. gets furloughed again).
If the courts drag the Natl. Emerg. until 2020, so be it! In every rally and Presidential debate in 2020 he can say: “I’m trying to build the g***amn wall, but Dems are obstructionists!”, thus keeping his ‘base’ intact. He’s covered in every angle! (My opinion).

Absolutely right. He may declare a national emergency but the courts will stop anything from happening - and Trump knows this.

The courts have no jurisdiction over this. Just like declaring war, their authrority here is EXTREMELY limited.

That seems entirely reasonable to me. The “wall” as a marketing point made good sense. The “wall” as a policy, in lieu of any other forms of security, was not the best thing to insist on the way he did.
