President Trump needs to get the "decks cleared" to prepare for the Ruth Bader Ginsburg replacement fight that's about to commence.
He'll declare a national emergency on the wall and fight it through the courts. This will reopen government, and take away any excuse to not have his SOTU in the House chambers.

Its hard to make a case for a national emergency when this sh!t has been allowed to go on for the first two years of his administration.
Not so.
In United States government, a national emergency is any extraordinary situation deemed by the President of the United States to threaten the health or safety of the citizens and which cannot be adequately addressed by the application of other laws or executive actions.
Exactly what situations do or do not constitute a state of emergency came into question in January 2019, when President Donald Trump stated that he might declare a national emergency in order to divert existing Department of Defense funds for the completion of a concrete wall (or steel barrier) intended to prevent illegal immigration along the entire southern U.S. bordera maneuver used by President Ronald Reagan in 1982 to boost construction of military facilities.

The Army Corp of Engineers often contract out their civilian work anyway. So I say tell assign 100 miles each to the Army Corp of Engineers and the Navy Seabees and tell who ever does it first gets both braggin’ rights and the contract to do twice as much as the other. So winner would get twice the funding for the next 200 miles and loser gets 100 miles. Then on & on to see who does the most of the entire border.
