Sometimes it takes a big stick - the question is whether one should swing it before or after a rogue nation starts spewing nukes. Having a “Big Stick” plan isn’t a push for war.

Interestingly Saddam was terrified of cruise missiles. He and many Iraqis were sort of insulated even after the air campaign leading up to Desert Storm. Ironically it was the endless stream of cruise missiles that were fired into Iraq over a three day period in December 1999 that really spoked him. This was the farcically named ‘Operation Desert Fox’ that Slick Willie directed as a distraction as the House was about to vote impeachment articles. In the military its real purpose was quickly known and the exercise was dubbed ‘Operation Monica’. Saddam was so shaken up by missiles hitting first one palace then another that he went into semi-retirement and turned over day to day operation of the state to his two sons.
