Has President Trump suckered Democrats and the Deep State into a trap that will enable a radical downsizing of the federal bureaucracy? In only five more days of the already-longest government shutdown in history (25 days and counting, as of today), a heretofore obscure threshold will be reached, enabling permanent layoffs of bureaucrats furloughed 30 days or more.
Dont believe me that federal bureaucrats can be laid off? Well, in bureaucratese, a layoff is called a RIF a Reduction in Force, and of course, it comes with a slew of civil service protections. But, if the guidelines are followed, bureaucrats can be laid off -- as in no more job.
*******************
A reduction in force is a thoughtful and systematic elimination of positions. For all practical purposes, a government RIF is the same thing as a layoff. (snip)A lot of procedures must be followed, and merit (performance) is the last consideration, but based on the criteria above, employees already furloughed can be laid off (RIFed) once they have been furloughed for 30 days or 22 work days):Organizations must stick to predetermined criteria when sorting out what happens to each employee. They must communicate with employees how and why decisions are made. (snip)
In deciding who stays and who goes, federal agencies must take four factors into account:
1. Tenure2. Veteran status
3. Total federal civilian and military service
4. Performance
Agencies cannot use RIF procedures to fire bad employees.
When agencies furlough employees for more than 30 calendar days or 22 discontinuous work days, they must use RIF procedures. An employee can be terminated or moved into an available position .

Hmmm .... whether “true” (Trump setting a trap) or not, it’s certainly leverage and that’s probably why this ‘senior official’ floated this little tidbit out there. If I was a Fed worker & thought Trump might actually do this & he’s certainly proved that he does have the brass to do something like this, I’d be SCREAMING at Nasty P./Schmucky to make a deal and fund the d@mn wall before I wasn’t just missing a paycheck, but a job!!
Gee. I know that, however, the WH does compile a budget and submits to the Congress. It is required and sets a tone. Actually, I have never had any expectations about reducing the size of govt under Trump. I have always thought if we get decent judges, anything else is gravy. So far, so good.
Tenure ranks ahead of performance.
If you have been a worthless employee for 30 years, you are safe.
... it'll be a good time to buy in Annandale and Gaithersburg.
This sounds like one of those stories that Sean Hannity puts out 20 times a year like, The big Kaboom will come when so and so testifies or is appointed in 2 months. In 3 months, still nothing. There are a sizeable amount of people watch porn all day and have been caught and they still get a check. It's easy to catch them, they have been caught, and they will retire there and draw more money than most get working, as they buy their 2nd home in the Dominican Republic.
Just realized Q hasn’t hinted at this, so if it happens, Q is out of the loop.
Maybe I just missed it.
“Downsize the non essential. This is the way to do it.”
Ten, cut the budget of every federal agency by 10%.
I’d say your correct. It’s a win win. In essence, a trade for federal worker security for the wall. No wall, no fed job security for the non-essentials.
Meanwhile the clueless dems celebrate in Puerto Rico
Need to buy up stock in popcorn and crying towels.
Please, Lord, make it so! And start with the three big Es: Education, energy and environment.
What’s funny to me is the pearl clutching over RIF used on the civilian government workers. Thousands of military have been victims of RIF. People who have put their lives on the line for all of us. We lose needed people every time this occurs. Big difference in losing a skilled aircraft mechanic versus a clerk in the IRS.
You dont miss pay in private unions
Maybe if youre a union official. The last time my Teamster local consider a strike our strike pay was to be $56/week. Dont expect the unions to save membership dues for strikes when they can pi$$ them away in Rat political campaigns.
The Art of The Deal
Heads I win-tails you lose!
I hope President Trump will follow the letter of the law. The word used there is "must" as in "they must use RIF procedures". Time for RIFs in five days. I'd like to see about 90% of the 380,000 furloughed positions permanently eliminated. Best. President. Ever!
Next year, we need a 30-day shutdown that covers nonessential employees from the rest of the cabinet departments. RIF, Round 2, would be just as beautiful. This is about our children's money and our grandchildren's money, since we already put them over $20T in debt. It's time to slow or perhaps even stop the bleeding.
Doesn’t matter what the laws and policies say, if Trump does it, look for a Federal judge to come along and block it, whether or not it’s within the judge’s jurisdiction...
Do it! Laying them off will cut funding to the radical causes of the left. Eventually, the hardships will teach their descendants some conservative values.
