Has President Trump suckered Democrats and the Deep State into a trap that will enable a radical downsizing of the federal bureaucracy? In only five more days of the already-longest government shutdown in history (25 days and counting, as of today), a heretofore obscure threshold will be reached, enabling permanent layoffs of bureaucrats furloughed 30 days or more.
Dont believe me that federal bureaucrats can be laid off? Well, in bureaucratese, a layoff is called a RIF a Reduction in Force, and of course, it comes with a slew of civil service protections. But, if the guidelines are followed, bureaucrats can be laid off -- as in no more job.
*******************
A reduction in force is a thoughtful and systematic elimination of positions. For all practical purposes, a government RIF is the same thing as a layoff. (snip)A lot of procedures must be followed, and merit (performance) is the last consideration, but based on the criteria above, employees already furloughed can be laid off (RIFed) once they have been furloughed for 30 days or 22 work days):Organizations must stick to predetermined criteria when sorting out what happens to each employee. They must communicate with employees how and why decisions are made. (snip)
In deciding who stays and who goes, federal agencies must take four factors into account:
1. Tenure2. Veteran status
3. Total federal civilian and military service
4. Performance
Agencies cannot use RIF procedures to fire bad employees.
When agencies furlough employees for more than 30 calendar days or 22 discontinuous work days, they must use RIF procedures. An employee can be terminated or moved into an available position .

So that means fed workers have until
The SEIU is going to lean on the Dems like CRAZY.
Trump is going to decimate the Federal Gummint.
Yes. Genius.
Downsize the non essential. This is the way to do it.
Haa haa haa haa. Damn this is AWESOME!!!
The only thing I am disappointed in is I would have liked to have seen more pictures of the Puerto Rico 30 Democrat Party and that needs to be tweeted every hour.
If this article is true Trump will have the opportunity to lay the boom
on these mostly RAT voter Federal Workers.
That should catch ChuckU and Beligosis attention.
I hope so. Nobody else would tackle the bureaucracy except a New York businessman interested in getting his money’s worth.
The bureaucracy has needed cleaning out for decades...
I certainly hope so.
No, he is not. As was stated during the campaign, Trump isn’t really bothered by a large government. The deficit this year will be a trillion or so and the budget originates in the White House. American Thinker, while interesting to read, is consistently pie in the sky. Most of what they speculate on, never, never happens.
He may not be bothered by a large government, but I’m sure he is bothered by useless workers. He’s OK with a massive government, but only if he’s getting aircraft carriers, highways, and space ships out of it.
Great - Govt employees can get downsized like us Corporate types have lived with for 30 years
Really shows how utterly useless the SEIU is for these people. At least with private unions, you don’t miss pay during a strike.
I think this was Trump’s plan the whole time.
I had been thinking Trump might be setting up a massive government cut with this. Only bring back what is necessary. Onr by one.
So a PATCO style firing is still possible. Good.
For now, I’ll believe it when I see it.
But I’ll do cartwheels across the lawn at almost 70 years of age if this comes true. Then I’ll plan an actual celebration, with the best wine and food I can find.
Spending bills do not orginate with the President. Trump seems to be the most constitutionalist president we have had in a long time.
All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other Bills.
U.S. Constitution, Article I, section 7, clause 1
No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time.
U.S. Constitution, Article I, section 9, clause 7
“...the budget originates in the White House.”
The President proposes a budget which congress ignores.
We’ve had no budget for years. That’s why we have CR fights.
Just yesterday, my wife got her scheduled phone interview with Social Security. The guy was obviously one of the essential employees because he was able to accomplish in 10 minutes what everyone else told us couldn't be done because her stubborn husband refused to retire.
The impossible task: Get her enrolled in medicare now that she is turning 65 at the regular rate of $134.50 per month.
How many more times will Trump need to completely OWN the opposition before they realize he is always 4 moves ahead of them?
