SUMMARY
Requires person to secure permit before purchasing or otherwise receiving firearm. Specifies qualifications for permit and manner of applying for permit. Creates procedures for appealing denial of permit. Punishes receipt of firearm without valid permit by maximum of 364 days imprisonment, $6,250 fine, or both.
Requires person who owns or possesses firearm to secure firearm with trigger or cable lock or in locked container. Punishes failure to secure firearm by maximum of 30 days imprisonment, $1,250 fine, or both.
Requires person who owns or possesses firearm to report to law enforcement agency loss or theft of firearm within 24 hours. Punishes failure to report loss or theft by maximum of 30 days imprisonment, $1,250 fine, or both.
Prohibits possession of magazine with capacity to hold more than five rounds of ammunition.
Provides that person in possession of such magazine must sell or otherwise dispose of magazine within 180 days of effective date of Act. Punishes unlawful possession of magazine capable of holding more than five rounds by maximum of 364 days imprisonment, $6,250 fine, or both.
Requires criminal background check before transfer of ammunition. Restricts ammunition receipt to 20 rounds within 30-day period.
Prohibits transfer of firearm by gun dealer or private party until latter of 14 days or Department of State Police has determined that recipient is qualified to receive firearm.

So Oregon Concealed Pistol License holders get no breaks for pre-screening and must get a permit prior to any handgun or long gun purchase.
A revolver speed loader is illegal, if contains 6 rounds.
A standard M-1911-A1 magazine is illegal.
Many pump action center fire rifles are illegal
The limit on 20 rounds of ammunition in a 30-day period would require all 22LR ammo to have special Oregon packaging. It would pretty much insure that only handloaders can do target shooting or participate in sporting activities. Also note that most shotgun shells would require special “Oregon” packaging and that standard trap and skeet competition rules would likely have to be changed for those that do not handload.

All these draconian gun laws need to be tossed on the basis they infringe on the 2A which our Bill of Rights expressly forbids.
This is the same state in which the police in there largest city (that has seen a huge spike in crime recently) have been dis-armed. Logic is not a strong suite in liberal land.

This book states that the ancients believed a musket bullet had a demon riding on it.
Angels have wings, arrows have wings. So that is irrefutable proof that arrows are blessed while bullets, born in sulfur and stench, are demon ridden.
Rifles were said to be OK because the spin of the bullet threw the demon off.
My neighbors and I would ignore this law if it somehow passed. I don’t think it will, it’s a few years too early yet.
My neighbors are out shooting on their private ranges whenever the weather is decent.

Most cops are still armed. There’s just a bunch of community service types that go around following up on property crimes, and such.
I thought they’d try to get mandatory locked storage as a stand-alone. This has enough poison-pill provisions to choke a horse. Silly idealistic kids.

What does the ownership of a weapon of Citizens of any Nation represent? Freedom and independence. One can use it to provide food for one and one's family. One can defend one's self or one family from danger[animals, doers of evil].
I can guarantee you that this idea came from Western Oregon in the Willamette Valley where Eugene and Portland are and a bunch of liberals do-gooders live.
Oregon is almost two states. Eastern Oregon, the high country east of the Cascades, is mostly conservative and has lots of ranches. This won't go over well with those folks. They have representatives in the legislature who will fight against this madness for their constituents.
More than likely this proposed legislation won't go anywhere or it will be watered way down. But you never know with liberals. They cheat as a matter of course.
Portland cops have been dis-armed.
