Yes, Stockton used to be known for it’s Black criminal element. The “Mexicans” have pushed out the Blacks and now it’s a Hispanic Gang City with a 27 year old Black, Stanford-educated mayor, who is paying criminals a monthly “stipend” if they promise not to kill anyone.

When I grew up in Northern California there were only a couple of small areas in SF and Oakland that were considered dangerous. Now it seems no place qualifies as safe in the sense that we once knew.

I think it's due to a wide spread cultural change. Our country has sent a clear message that our borders and laws are virtually meaningless. The message from politicians is clear that elites can do as they wish in the distinctive justice system that protects them. So, more and more people are either consciously or subconsciously saying, "Why should I give a damn?"
