I suspect President Trump has no interest in declaring a "national emergency" for this.
It would be a terrible idea for one big reason: It gets Congress off the hook for doing their damn job.

It gets Congress off the hook for doing their damn job. I agree with your statement, but it is a national emergency crisis, and we have a do nothing gridlock congress. I am concerned about the 'letting them off the hook' aspect, but more concerned about the continued influx of third world dregs.
